In "Destiny of the Daleks", Romana changes appearances several times before her new one is finalized.
Since we have to assume that an intelligent woman would not waste half her regenerations,
it is possible that a Time Lord's regenerative state is somewhat unstable for a time
until the new appearance is final.
Perhaps when McGann regenerated into Hurt,
or Hurt regenerated into Eccleston,
the Grant Doctor was an interim phase.
By the way, I never cared for the Hurt Doctor. He is a grat actor, but the performance
seemed very average, not to mention unnecessary.
Would much rather have seen McGann return

Generally, I don't care for over the top humor
JM was good, and maybe OTT was appropriate for the story, but it just makes me cringe.
I much prefer adversaries like Derek Jacobi's Master, Roger Delgado's Master,
Jageroth, Michael Wisher's Davros, Diana Rigg's Winifred,
Michael Jayston's Valeyard, Kate O'Mara's Rani,
Steven Thorne's Omega
just to name a few.
All charismatic adversaries without overdoing it
