Yes JR hated Pam and as you say enjoyed looking at her and once propositioned her, "anytime you want to find out, can be easily arranged" Pam replied, "even if I weren't married to Bobby you're not man enough." Pam protected JR here and never told Bobby. She knew Bobby loved his brother and wouldn't want to be the cause of a huge brotherly fall out. Their families feuding was enough. Pam despised JR too much for an affair to ever be convincing. JR would've enjoyed the power and control of the conquest and would've feared Bobby's reaction too much to force himself on her. I've always been a fan of the Bobby and Sue Ellen scenario and their relationship was a very close one and he came to her rescue many times. She treated him badly sometimes, but he opened old wounds for her when he asked for her help in adopting Christopher. In the end they were always there for each other. I loved their scenes together and apparently it was Patrick and Linda's idea for their relationship to be a close one, but never to cross that line. The audience wouldn't of brought it and Bobby would never do it, although there are a number of Bobby/Sue Ellen fans out there it was probably more enjoyable to see that in-law bond they had rather than an affair which could never have ended well. I do think it could've happened later though once Pam was gone, but it wasn't to be.
