The Sonnys and Ms. Wus of the world keep their criminal enterprises from being seen by the outside world, so with no leadership in those other areas, crime should be Topic #1 in those places. A spotlight would be shown on all the rampant, uncontrolled crime by local media now that they need not worry that the local mob boss will lean on them. Lesser crimes like property damage, etc. would be amped up into uncontrolled gangland fighting, arson, and targeted murders. But none of this seems to be happening.
