Lucy can do what she likes once she's 18.
I can see Lucy and Lilimae getting on very well. I was thinking more Lucy going over to Knots Landing than Lilimae going to Dallas. Lilimae was ambitious for country music and often left a young Valene alone with her father for long periods, so there's the potential for tensions if Lucy and Lilimae get on so well.

She would, easily. Miss Ellie was powerful. Lilimae was often on the streets (mostly off screen) during the early period of Knots Landing. When she came into Knots Landing full-time during Season 3, Gary and Val took her in off the streets. Lilimae's only previous appearance was in a Season 1 episode, when Lilimae suddenly showed up, and where Val's resentment of her mother's actions from decades earlier was shown. A flashback showed J.R.'s "old boys" ripping baby Lucy out of Val's hands, after Lilimae had turned them away, and Val's torment. That was just over the state line in Virginia, apparently. Val was from the Blue Ridge Mountains of Eastern Tennessee, fictional Shula. Lucy was telling Pam some of this story in the first episode of Dallas, trying to scare Pam "You haven't got a chance, lady".
Why did Lilimae turn away Val and Lucy? Because she was scared that the record label man that she was talking with, at the time that Val knocked on the door, would find out that Lilimae was already a grandmother in her 30s.

Miss Ellie would've called Dr. Danvers and Dr. Ellby to secure Lilimae gets a cozy room in the Fletcher Sanitarium.

I guess the question would be whether Lilimae would push Miss Ellie into the lily pond, or if Miss Ellie would push Lilimae into the lily pond? I could see Gary arrive on the scene and fall over laughing.

I can't imagine Lilimae taking any interest, she was such a disinterested and selfish character during those early years (to be honest I never warmed to her). Miss Ellie, for all her faults, put in the effort and love to raise Lucy.
