It's not so different from Alexis who, upon her forced return to Denver, suddenly decides to become THE mother in the lives of the Carrington children.
But whereas Alexis went full on melodrama and accused that devilish ex-husband of hers, Frankie shrugged it off as "life gets complicated". She could have accused Cecil of the worst things possible, he wasn't even there to deny it, but if she could avoid it she would. From a dramatic point of view there doesn't seem to be much effort coming from her, but then something-something happens and then Jeff realizes something-something. (all thanks to Sable's scheme).
Another difference is that Alexis had her revenge mission to sink her teeth into, whereas Frankie seemed somewhat lost. Even without considering Jason I didn't get the impression that she was a happy person. It is possible that the divorce of the Scott parents had had a particular impact on both sisters, but they don't really get into much detail about that.
And then there's the bizarre brother-swapping stuff from way back - it's all a bit wacky in that regard.
